SPP Board approves USD5.2 billion STEP 2019 [free access]

The Southwest Power Pool (SPP) Board of Directors has approved the 2019 SPP Transmission Expansion Plan (STEP), which was previously endorsed by the Markets and Operations Policy Committee (MOPC) on January 15, 2019.


The STEP lists all transmission projects needed over a 20-year planning horizon, and envisages an investment of approximately USD5.2 billion on a total of 568 upgrades.


In addition, it approved the East River Electric Power Cooperative’s sponsored upgradation of a new 115 kV line from Aberdeen to Richmond and installation of a 115/69 kV transformer at the Richmond substation; and modification of Westar Energy’s notification to construct (NTC) a 345/138 kV transformer, requiring all elements and conductors to have an emergency rating of 440 MVA (against the original requirement of 492 MVA).


The East River Electric Power Cooperative’s project will also be a creditable upgrade eligible for incremental long-term congestion rights or cost recovery.
