Project details and status: The INR13.21 billion project involves the establishment of three new 400 kV substations and associated 400 kV transmission lines in Bihar. The scope of the contract involves the construction of the 400 kV Darbhanga–Sitamarhi and Sitamarhi (new)–Motihari double-circuit lines (with triple snowbird conductor); line-in-line-out (LILO)  of both circuits of the 400 kV Nabinagar–II–Gaya double-circuit (quad moose) line of Power Grid Corporation of India Limited (POWERGRID) at Chandauti (new) substation; LILO of the 400 kV Kishanganj–Patna double-circuit (quad moose) line of POWERGRID at the Saharsa (new) substation; establishment of the 400/220/132 kV Sitamarhi, Chandauti and Saharsa substations; and extension of the Darbhanga and Motihari substations.


REC Transmission Projects Company Limited (RECTPCL), a subsidiary of state-owned Rural Electrification Corporation Limited (REC), was the bid process coordinator (BPC) for the project, and conducted the tendering process under tariff-based competitive bidding (TBCB).


In March 2017, RECPTCL qualified 10 companies from the request of qualification (RfQ) stage to further participate in the request for proposal (RfP) stage.


As of September 2017, POWERGRID had emerged as the lowest bidder for the project.
